DACS speaks at Russia’s first international Artist’s Resale Right event

    On 22 October, DACS’ Deputy Chief Operating Officer and Head of Legal, Christian Zimmermann, joined a panel of European experts in authors’ rights at the first ever international event promoting the Artist’s Resale Right in Russia.

    DACS shares expertise on the Artist’s Resale Right

    Hosted by CISAC and UPRAVIS - a non-commercial partnership in Russia for the protection and management of visual artists’ rights - the event formed part of an international campaign to promote the Artist’s Resale Right (ARR).

    Enabling artists and their estates to benefit from royalties when their work is resold, ARR currently exists in 81 countries but is still absent in major art markets such as China, the United States, and Switzerland.
     
    Our Deputy Chief Operating Officer, Christian Zimmermann, joined Marie-Anne Ferry-Fall, Director General of our French sister society, ADAGP, to outline the inner workings of ARR in the UK, its practical application and the impact on the art market.
     
    Konstantin Golenkov Director General of UPRAVIS said: “We very much appreciate the assistance of CISAC and our sister societies in setting up international best practices for the resale right in our country. International cooperation is key to the successful implementation of the resale right in Russia.  It will benefit Russian artists, both domestically and abroad."
     
    Mitko Chatalbashev, CISAC's Regional Director for Europe, said: “CISAC will continue to support its Russian member UPRAVIS in any meaningful way to foster the effective implementation of the resale right in the Russian Federation. Facilitating the dialogue between artists and commercial entities is an important step in establishing a sustainable and fair art market in Russia."

    The UK Artist’s Resale Right, introduced in 2006, entitles artists to a modest royalty when their work is re-sold on the UK art market for €1,000 or more. In 2012, it was extended so that deceased artists (artists’ estates), whose works are still in copyright up to 70 years after their deaths, would also benefit. 

    ARR enables artists to have a share in the increasing value of their work and allows artists’ estates to continue to care for an artist’s legacy.
     
    DACS is supporting the international campaign for a global resale right. In addition to our work in Russia, we have recently taken part in international discussion of the right in China and are actively supporting the current campaign for the resale right in the United States.
     
    In July this year, the campaign reached a major milestone as the World Intellectual Property Organisation (WIPO) officially added ARR to its agenda – a significant step towards negotiating a global treaty.
     
    We will continue to monitor and report on further developments of the campaign.
